Aid and Attendance is a federal VA pension addition

VA says Aid and Attendance and Housebound benefits are monthly payments added to the amount of a monthly VA pension for qualifying veterans and survivors. For Aid and Attendance, a pension recipient may qualify when the person needs help with daily activities such as bathing, feeding, or dressing; is bedridden; is in a nursing home because of disability-related loss of mental or physical abilities; or meets the stated eyesight standard (VA Aid and Attendance).

It is not a separate Utah Medicaid program and it is not automatic upon entering a facility. VA says a person cannot receive Aid and Attendance and Housebound benefits at the same time, and it gives separate application instructions, including nursing-home information requirements for a nursing-home applicant. A benefits counselor should coordinate the VA claim with the current Utah Medicaid income and patient-liability analysis rather than assume one program’s eligibility decides the other (VA Aid and Attendance; Utah Medicaid eligibility rule).

Utah has four State Veterans Homes

The Utah Department of Veterans and Military Affairs says Utah has four Veterans Homes for veterans needing long-term care and oversees them while contracted private health-care providers handle day-to-day operations. Its page says a veteran is generally eligible if the veteran served on active duty or deployed while serving in the reserves; it also states that spouses and Gold Star Parents may be eligible for admission (Utah Veterans Homes).

The state’s home page says veterans with a 70% or higher service-connected disability have no cost, while the VA subsidizes care for veterans with no service-connected disability or a disability below 70% through an approximate daily per diem. Eligibility, capacity, clinical fit, and payment should be confirmed with the particular home before using this information in a care plan (Utah Veterans Homes).

Utah’s property-tax relief is separate from Medicaid

Utah’s Tax Commission describes a Veterans with a Disability Exemption for veterans disabled in military service by at least 10%, as well as an unmarried surviving spouse or minor orphans. Its current Publication 36 says the exemption can be up to $535,459 of the taxable value of a residence and is based on the line-of-duty disability percentage and statutory calculation; it is property-tax relief, not a Medicaid resource exception (Utah Tax Commission Publication 36).
