How Utah Medicaid and DHHS route financial and medical eligibility for nursing-facility and waiver long-term care.
Utah Medicaid is the long-term-care program name
Utah uses the name Medicaid for its public medical-assistance program, and the Utah Department of Health and Human Services publishes the long-term-care and waiver material. The state says Medicaid can pay for care in a medical facility such as a nursing home or for services in a person’s own home under a home and community-based waiver, but the applicant must be financially and medically eligible (Utah DHHS long-term-care overview).
That two-part screen matters. A Medicaid financial approval is not a finding that a person needs nursing-facility care, and a serious care need does not by itself resolve income, resources, transfers, trusts, or spouse rules. Utah’s New Choices Waiver page, for example, requires nursing-facility level of care both at application and throughout participation; Utah’s general long-term-care page likewise says nursing-facility applicants must meet medical criteria for nursing-home level of care (Utah New Choices Waiver; Utah DHHS long-term-care overview).
