Idaho Medicaid is the long-term-care program

Idaho Medicaid is the state program that may pay part of a nursing-home resident's cost of care. DHW's consumer nursing-home page says eligibility depends on income, resources, and household circumstances, and that some people qualify immediately while others qualify after paying some nursing-home bills themselves (Idaho DHW nursing-home coverage).

For older adults and adults with disabilities, DHW describes Medicaid coverage as available to Idaho residents who meet citizenship or qualifying non-citizen, age or disability, income, and resource requirements. Income, resources, and cost sharing are separate questions

DHW says nursing-home eligibility evaluates income and resources, and it may send an eligible person a share-of-cost notice requiring a contribution toward care. That is different from assuming that a person with income can never qualify (Idaho DHW nursing-home coverage).

For a married applicant, DHW describes the usual income attribution as the “name on the check” method: income belongs to the person who receives it, and jointly received money is divided equally. DHW also describes a community-property method that divides the couple's total income in half and permits only one spouse to receive Medicaid under that method (Idaho DHW spousal-income guidance).

Idaho's published consumer material also says a qualified person may use some income to support the spouse at home after qualifying. Families should not transfer or retitle income merely because it seems practical, because DHW specifically warns that improper income transfers can delay or end benefits (Idaho DHW nursing-home coverage).

Facility care and home care use the same basic gateway

Idaho's HCBS program is designed to let Medicaid members receive approved services in a home or community instead of an institution. DHW says eligible members must demonstrate a level of care meeting the state's institutional-service requirements, and approved services can include case management, homemaker help, home-health aide, personal care, adult day health, habilitation, and respite (Idaho DHW HCBS overview).

The program label is not a promise of a particular service package. DHW says HCBS services are approved based on individual need, while the CMS record identifies the separate Idaho Aged and Disabled Waiver as approved through March 31, 2028 (Idaho DHW HCBS overview; CMS Aged and Disabled Waiver record).

Start with two determinations: financial Medicaid eligibility and a Level of Care Determination for nursing-home or HCBS services. A share of cost may still apply after approval (Idaho DHW application guidance).
