Why Idaho runs differently
Idaho Medicaid is administered through the Idaho Department of Health and Welfare (DHW). For an older adult or adult with a disability who needs nursing-home or home-and-community-based services, DHW says financial eligibility comes first and a Level of Care Determination follows when those services are needed (Idaho DHW eligibility information).
Idaho is an income-cap state for nursing-home Medicaid and Medicaid waivers. A current 2026 Idaho eligibility reference reports a $3,002 monthly single-applicant limit and says an applicant above it may use an irrevocable Qualified Income Trust, also called a Miller Trust, with Idaho as remainder beneficiary; DHW's public nursing-home page separately warns that income transfers can affect eligibility (2026 Idaho Medicaid eligibility guide; Idaho DHW nursing-home coverage).

Idaho's recovery statute uses an expanded estate definition. It reaches property conveyed at death through joint tenancy, tenancy in common, survivorship, life estate, living trust, or another arrangement, not merely property passing through ordinary probate (Idaho Code § 56-218).
This research did not locate an Idaho general transfer-on-death deed statute for real property. Idaho's Uniform TOD Security Registration Act concerns beneficiary-form security registrations, while Idaho State Bar materials identify joint tenancy and community property with right of survivorship as non-probate real-property routes; neither fact proves a Medicaid outcome (Idaho Code § 15-6-309; Idaho State Bar real-property materials).
Care at home, veterans benefits, and insurance
Idaho's approved Aged and Disabled Waiver runs through March 31, 2028, and DHW describes HCBS as community alternatives for members who demonstrate an institutional level of care.
