Financial eligibility and functional eligibility are different reviews
Financial eligibility is not the only gateway. OADS contracts with MAXIMUS Ascend for the Maine Assessing Services Agency, and its Long-Term Care Advisory tells an individual or family whether the person may be eligible for facility admission, MaineCare-funded in-home services, or state-funded home-based care (Maine ASA Program). Maine says people choosing a nursing-facility admission generally need an LTC Advisory unless entering for skilled care; PASRR is also used for people suspected of mental illness who apply to or reside in Medicaid-certified nursing homes (Maine ASA Program).
For an applicant in a nursing facility or a skilled section of a hospital, the posted manual says gross income must be below the facility's semi-private private rate. If income is above the categorically needy income limit but below that private rate, eligibility is evaluated under medically needy rules and a deductible may be required (MaineCare Eligibility Manual). Maine’s public older-adult page explains the deductible as the amount paid for covered services before MaineCare begins paying during that deductible period (MaineCare older-adult options).
Services can be institutional or community based
MaineCare says nursing-home long-term-care coverage may pay for room, food, nursing care, routine supplies, and equipment; it also describes coverage pathways for assisted living services in an apartment or small adult family-care home (MaineCare older-adult options). The state’s estate-recovery page identifies nursing facility services and HCBS as covered long-term-care services that can later be subject to recovery rules for a qualifying recipient (MaineCare estate recovery).
Practical sequence: pursue the Maine ASA functional assessment and the OFI financial determination in parallel. A service need, a facility bed, and a financial eligibility result are related but not interchangeable (
Maine ASA Program;
Maine DHHS MaineCare).
Use the published rules as a starting point
The relevant income, resources, family facts, coverage group, and setting can change the result. Before a move, transfer, or application, obtain the current chart and individualized determination from MaineCare or qualified Maine counsel.
