Louisiana Medicaid treats it differently in two calculations
LDH's income policy says not to count VA Aid and Attendance or housebound allowances in determining Medicaid eligibility. The same policy says to count Aid and Attendance when determining LTC patient liability, while the protected VA improved-pension reduction is not counted in that patient-liability calculation (LDH I-1530 income policy).
This distinction is important: “excluded for eligibility” does not mean “ignored in every nursing-facility budget.” LDH's current chart lists a $90 VA improved-pension reduction and a $45 LTC personal-care-needs allowance for non-MAGI-related LTC effective July 1, 2025 (LDH Z-700, January 2026).
LDH's PACE policy also states that gross income excluding VA Aid and Attendance is compared to the SIL for that program. A veteran should retain the VA award letter and ask for the agency's written treatment in the applicable Louisiana Medicaid pathway rather than estimate the excludable or protected amount (LDH PACE eligibility policy).
Louisiana state veteran benefits
The Louisiana Department of Veterans Affairs says it operates five Louisiana Veterans Homes. It states that eligible residents can include qualifying Louisiana veterans, spouses of veterans, and Gold Star parents, and that veterans with a service-connected disability rating from 70 to 100 percent have no monthly fee (Louisiana Department of Veterans Affairs state benefits).
LDVA also describes property-tax relief on a veteran's primary residence in addition to the homestead exemption: $2,500 in assessed value for a 50 to under 70 percent service-connected disability rating, $4,500 for 70 to under 100 percent, and a full ad valorem exemption subject to stated municipal-assessment exceptions for a 100 percent rating (Louisiana Department of Veterans Affairs state benefits).
Neither the Veterans Home information nor a tax exemption replaces Medicaid financial, level-of-care, or transfer rules. Compare the current VA award, prospective home or facility cost, Medicaid pathway, and any patient-liability calculation before selecting a funding plan.
