Georgia identifies Nursing Facility Medicaid as its institutional long-term-care route and lists four Section 1915(c) Home and Community-Based Services waivers: EDWP, ICWP, NOW, and COMP (Georgia LTSS overview; Georgia waiver programs).
The Elderly and Disabled Waiver Program uses two service-delivery models, SOURCE and CCSP, while NOW and COMP serve people with intellectual or developmental disabilities in coordination with DBHDD (Georgia waiver programs).

Eligibility is more than a financial screen
Financial eligibility is only one part of access: nursing-facility and waiver paths also apply program-specific level-of-care and service criteria (Georgia LTSS overview; Georgia Aging Services eligibility criteria).
For EDWP community care, Georgia's published criteria include intermediate nursing-facility level of care, actual or potential Medicaid eligibility, a documented choice of community care, and community services costing less than the equivalent nursing-facility Medicaid rate (Georgia Aging Services eligibility criteria).
