Aid and Attendance is a federal pension addition

The U.S. Department of Veterans Affairs describes Aid and Attendance as a monthly payment added to a qualifying VA pension for eligible Veterans and survivors. VA identifies possible qualification when a person needs help with daily activities, is bedridden, lives in a nursing home because of disability-related incapacity, or has specified visual impairment; a nursing-home claim also requires VA Form 21-0779 (VA Aid and Attendance).

VA eligibility does not establish MA eligibility, and MA approval does not establish VA pension eligibility. Minnesota's institutional-income statute does recognize a special comparison for a Veteran without a spouse or child, or a surviving spouse of a Veteran without a child: the higher of the MA personal-needs allowance or the VA improved-pension amount is deducted first in the institutional income calculation (Minnesota Statutes section 256B.0575; VA Aid and Attendance).

Minnesota's Veterans Homes

Minnesota Veterans Homes reports eight state Veterans Homes: Bemidji, Fergus Falls, Hastings, Luverne, Minneapolis, Montevideo, Preston, and Silver Bay. The agency describes around-the-clock facilities providing services that include skilled nursing, dementia and Alzheimer's special-care units, domiciliary care, rehabilitation, recreation, and work therapy (Minnesota Veterans Homes).

Home ownership can also matter to a Veteran's overall budget. Minnesota law provides a disabled-veteran homestead market-value exclusion of $150,000 for an eligible Veteran with a 70% or greater service-connected disability and $300,000 for a total and permanent disability, subject to the statute's eligibility requirements. This is a property-tax valuation benefit, not an MA resource exclusion or an estate-recovery waiver (Minnesota Statutes section 273.13).

Coordinate the applications

A Veteran considering a state Veterans Home, private nursing facility, or home care should preserve the VA award letter, care evidence, discharge papers, facility records, and MA notices. The programs use different governing rules, and a change in living arrangement can affect the information needed for each claim (VA Aid and Attendance; DHS nursing-home coverage guide).
