The EPD Waiver is the main aging-and-physical-disability path
The District’s Elderly and Persons with Physical Disabilities, or EPD, Waiver lets qualifying District residents who would otherwise require nursing-home care receive services and supports at home or in assisted-living communities. DACL describes eligibility for people age 65 or older and adults ages 18 through 64 with a physical disability, subject to Medicaid, residence, financial, and level-of-need requirements. This is the District program most relevant to an older adult trying to remain in the community (DACL EPD Waiver).
DACL lists a Prescription Order Form from a DC Medicaid provider, a face-to-face level-of-need assessment, and a $4,000 individual countable-asset limit among the program’s published requirements. Its page displays a 2023 income figure and refers to a spend-down option; for 2026 financial figures, use DHCF’s current long-term-care page, which gives the $2,982 Special Income Standard and medically needy spend-down rules.
