VA Aid and Attendance is a federal benefit

VA Aid and Attendance and Housebound benefits are federal monthly payments added to a qualifying Veteran’s or survivor’s VA pension. VA says a pension recipient may qualify for Aid and Attendance by needing help with daily activities, being substantially bedridden, living in a nursing home because of disability-related mental or physical loss, or meeting the stated severe-vision criterion (U.S. Department of Veterans Affairs Aid and Attendance).

VA states that Aid and Attendance and Housebound benefits cannot be received at the same time. It permits applications online, by mail, or in person; a nursing-home applicant also needs VA Form 21-0779, while the mail path uses VA Form 21-2680 with medical-examiner information (VA application instructions).

One Delaware State Veterans Home

Delaware has one State Veterans Home: the Delaware Veterans Home in Milford. The facility says it was established in 2007, is located on 24 acres, provides skilled nursing care on four units, and has 144 beds; it describes its mission as providing long-term-care services to Delaware veterans (Delaware Veterans Home).

The Veterans Home page located for this research does not publish a universal Medicaid-payment or Aid-and-Attendance-offset rule. Medicaid eligibility, facility admission, VA pension, and any patient-pay calculation should therefore be confirmed from the actual award and facility documents rather than inferred from the home’s existence (Delaware Veterans Home overview; VA Aid and Attendance guidance).

Delaware property-tax relief is separate

Delaware law allows a qualifying person to receive a credit against 100% of non-vocational school-district property tax beginning in 2022 under the Disabled Veterans School Property Tax Credit. The Department of Finance says the credit is limited to property taxes on the primary residence and applications for the upcoming tax year are due April 30; the person may not take both this credit and the Senior School Property Tax Credit (Delaware Department of Finance disabled-veterans credit).

The tax credit, Medicaid home-exclusion rules, estate recovery, and VA benefits are different systems. Delaware’s current 2026 income notice also says that the usual $20 available-income disregard does not apply to needs-based income such as VA pensions, so the actual VA award notice should be reviewed in the Medicaid calculation (DMMA 2026 income standards).
