VA Aid and Attendance is a federal pension addition

VA Aid and Attendance is a monthly payment added to a qualifying Veteran’s or survivor’s VA pension; it is not a separate Colorado Medicaid program. VA says eligibility can be based on a need for another person’s help with daily activities, being bedridden because of illness, being a nursing-home patient because of disability-related mental or physical loss, or meeting the stated visual-impairment standard. A person cannot receive both Aid and Attendance and Housebound benefits at the same time (U.S. Department of Veterans Affairs, Aid and Attendance).

For a nursing-home claim, VA instructs applicants to submit VA Form 21-0779, the Request for Nursing Home Information in Connection with Claim for Aid and Attendance. VA also identifies VA Form 21-2680 for the medical examination information used in a mailed application. These federal forms and the Medicaid LTSS assessment serve different programs; completing one does not replace the Colorado Health First functional or financial process (U.S. Department of Veterans Affairs, Aid and Attendance; Colorado LTSS eligibility assessment).

Colorado has five Veterans Community Living Centers

The Colorado Department of Human Services says Colorado has five Veterans Community Living Centers. It describes them as resident-centered long-term-care and supportive-living environments for honorably discharged veterans, their spouses or widows, and Gold Star parents. The five-center state system is a care-setting option to investigate alongside VA care, private facilities, and Health First Colorado nursing-facility or HCBS pathways (Colorado Veterans Community Living Centers).

Colorado also offers a property-tax exemption for qualified disabled veterans and Gold Star spouses. The Colorado Division of Veterans Affairs states that the exemption is 50% of the first $200,000 of a qualifying home’s value and that, beginning in 2024, applications go directly to county assessors. The benefit can matter to a homeowner’s budget, but it does not determine Medicaid resource, transfer, or estate-recovery treatment (Colorado Division of Veterans Affairs, property-tax exemption).

Coordinate benefits, but verify cash-income treatment

HCPF says that eligibility for medical care through VA does not affect a person’s Health First Colorado eligibility, though VA care may provide access to additional services. That is a statement about VA medical-care eligibility, not a published Colorado rule in the located public materials that classifies every Aid and Attendance payment in the LTSS income and patient-payment calculation. Ask the Colorado eligibility worker or a qualified benefits professional for a written determination of current treatment before relying on an assumed exclusion (HCPF Programs for Veterans; HCPF long-term-care eligibility rule).
