Colorado’s EBD Waiver is a nursing-facility alternative

Colorado’s Home and Community-Based Services Elderly, Blind, and Disabled Waiver, usually called the EBD Waiver, provides an alternative to nursing-facility care. HCPF says it serves people age 65 or older with a functional impairment, people who are blind, and adults ages 18 through 64 with a physical disability. The program has both financial and program requirements, so age or diagnosis alone is not an enrollment determination (HCPF EBD Waiver; HCPF programs for adults).

HCPF’s LTSS materials explain that HCBS waivers provide services in a member’s home and community rather than a nursing home or medical facility. This is the central home-care policy distinction: the waiver is not simply an extra payment added to ordinary Medicaid, but a defined LTSS program with a functional assessment, service planning, financial eligibility, and case-management process. Functional and financial gates still apply

Colorado’s LTSS assessment instructions say that Medicaid long-term-care qualification generally calls for deficits in two activities of daily living or a qualifying supervision need in behavior or memory/cognition. For the EBD pathway, HCPF’s public program page and the assessment materials should be read together: the program is a nursing-facility alternative, but the person still needs a documented functional level of care and the proper Health First Colorado financial pathway (Colorado LTSS eligibility assessment; HCPF EBD Waiver).

For the income side, HCPF’s 2026 memo lists $2,982 per month as the 300%-of-SSI figure. Its income-trust instructions say the trust can establish and maintain eligibility for HCBS when gross income exceeds that level but is below the relevant regional private-pay nursing-facility rate. A person seeking care at home may therefore confront the same income-cap and regional-rate questions as a nursing-facility applicant (HCPF 2026 COLA memo; HCPF Income Trust instructions).

Colorado’s waitlist fact is waiver-specific

HCPF currently says the HCBS Developmental Disabilities Waiver is the only HCBS waiver with an active waiting list. Its page identifies separate As Soon As Available and Safety Net lists for that waiver. HCPF’s EBD page still cautions that waivers can have additional rules and sometimes waitlists, but the current agency-wide statement does not support treating EBD as currently waitlisted in the same way as HCBS-DD (HCPF waiting lists and enrollment; HCPF EBD Waiver).
