Eligibility does not eliminate the enrollment queue

The ADW website says that, after an applicant is accepted, an opening in the program must be available before participation can begin. West Virginia’s March 2026 Medicaid Waiver Report shows that ADW has CMS-approved slots and uses a Managed Enrollment List, often called MEL, so capacity is a practical planning issue rather than a theoretical one (West Virginia ADW program; West Virginia March 2026 Medicaid Waiver Report).

The March 2026 report identifies 8,750 CMS-approved ADW slots, including 76 reserved for Money Follows the Person and 8,674 shown as traditional slots. It should not be read as a promise that every qualified person has immediate access; the program’s own page and policy manual make clear that enrollment follows an opening and continuing financial eligibility (West Virginia March 2026 Medicaid Waiver Report; BMS Chapter 501 ADW policy).

Other HCBS waivers serve different populations

West Virginia’s Medicaid waiver reporting identifies ADW, the Intellectual/Developmental Disabilities Waiver, and the Traumatic Brain Injury Waiver as separate programs. The federal Medicaid waiver listing confirms that the ADW renewal is approved from July 1, 2025 through June 30, 2030, but an ADW qualification should not be assumed to establish eligibility for a different waiver (West Virginia March 2026 Medicaid Waiver Report; CMS ADW waiver listing).

Apply early when home care is the preferred setting, keep the medical assessment and financial documents current, and ask the case-management agency how MEL status, slot availability, and reassessment affect timing. An emergency nursing-home admission and a home-care plan can have very different timing consequences.
