Why Pennsylvania runs differently

What makes Pennsylvania genuinely different from other states
- CHC is the delivery system. Three CHC-MCOs operate statewide, and CHC includes eligible people who need nursing-facility level of care in either a facility or waiver setting. PA DHS, CHC Providers

- The home-deed comparison runs the other direction from Florida.
