What VA Aid and Attendance can add

VA Aid and Attendance is a monthly amount added to a qualifying Veteran’s or survivor’s VA pension. VA says a pension recipient may qualify when another person is needed for activities such as bathing, feeding, or dressing; when the person is bedridden; when the person is in a nursing home because of disability-related mental or physical loss; or when the listed visual criteria are met (VA Aid and Attendance).

It is not the same benefit as Housebound allowance, and VA says a person cannot receive Aid and Attendance and Housebound benefits at the same time. A nursing-home applicant also uses VA Form 21-0779 for nursing-home information in connection with the claim (VA benefit and application information).

New Hampshire veteran resources

New Hampshire has one State Veterans Home, located in Tilton. The Home’s fiscal-year 2024 annual report identifies the New Hampshire Veterans Home at 139 Winter Street in Tilton, so it should be counted as one state home rather than a statewide network of multiple homes (New Hampshire Veterans Home annual report).

For property taxes, RSA 72:28 sets a $50 standard veterans’ tax credit and permits a city or town that adopts the optional credit to use an amount from $51 to $750. This is a municipal-property-tax credit framework, not an automatic statewide exemption from every local tax bill (RSA 72:28 veterans’ tax credit).

Interaction with Medicaid

VA benefits and Medicaid are separate programs with different eligibility systems. This research did not locate a current DHHS source that states a blanket New Hampshire Medicaid exclusion or patient-liability exclusion specifically for Aid and Attendance; a veteran should therefore have the current VA award letter reviewed in the actual NH Medicaid budget rather than assume the treatment used in another state (NH DHHS Medicaid; VA Aid and Attendance).

A good benefits file contains the VA pension award, medical evidence, nursing-home form if applicable, and the current Medicaid notice. Those records help separate VA eligibility, Medicaid financial eligibility, and the resident’s cost-of-care calculation.

The VA process and the NH Veterans Home are separate from an NH Medicaid eligibility decision. Coordinating them is practical, but neither an application nor a placement should be assumed to establish eligibility for the other program (VA benefit information; NH DHHS Medicaid).
