Aid & Attendance and Medicaid are separate benefit systems

Maryland’s institutional eligibility manual does not provide a specific Aid & Attendance calculation rule. It does say that a $92 VA pension for a Medicaid-eligible nursing-home resident with no dependent is excluded from income and not applied to cost of care in months after admission; it also says regular income can include VA benefits. Families should not assume that this older, narrow VA-pension rule answers the treatment of every Aid & Attendance payment without an individualized current eligibility review (Maryland institutionalized-persons manual).

At Charlotte Hall, all veterans receive a VA per-diem subsidy, and the state page publishes October 1, 2025 per-diem amounts of $148.71 per day for nursing-home care and $64.19 per day for assisted living. The facility’s payment calculation is not a general Medicaid eligibility rule, but it is a concrete reason to ask the home, VA, and Maryland Medicaid how the proposed payment sources interact before admission (Maryland Charlotte Hall Veterans Home).

Maryland property-tax relief can matter to a home plan

Maryland Tax-Property § 7-208 exempts a qualifying dwelling house from property tax when owned by a qualifying disabled veteran, disabled active-duty service member, or specified surviving spouse, subject to its conditions and application requirements. For a disabled veteran, the statute requires an honorable discharge and a VA-declared permanent 100% service-connected disability arising from blindness or another qualifying disabling cause; the dwelling must be the legal residence and meet the statute’s ownership and occupancy rules (Maryland Tax-Property § 7-208).

The exemption is a property-tax rule, not a Medicaid resource or recovery exemption. A proposed move to nursing care, transfer of the home, or estate plan can affect tax and Medicaid questions differently, so a veteran household should get advice before changing title or residence (Maryland Tax-Property § 7-208; COMAR 10.09.24.15).
