Kentucky uses a five-year transfer review

Kentucky's Medicaid transfer regulation imposes a period of ineligibility for nursing-facility, ICF/IID, and 1915(c) home- and community-based services when assets were transferred for less than fair market value during the 60 months immediately preceding the baseline date, for transfers on or after February 8, 2006 (907 KAR 20:030).

CHFS's current manual states the same operational rule more directly: the look-back period is the 60 months before the date the person was both institutionalized and applied for Medicaid. A review is therefore not limited to a transfer labeled a gift; sales or other dispositions below fair market value can be relevant (CHFS Volume IVA policy manual).
