Hawaii Medicaid Long-Term Care
How Med-QUEST and its QUEST Integration managed-care demonstration deliver institutional and home-based long-term services.
Med-QUEST is Hawaii’s Medicaid program
Hawaii Medicaid is administered by the Department of Human Services’ Med-QUEST Division. The state calls its comprehensive Section 1115 managed-care demonstration QUEST Integration, which combined the earlier QUEST and QUEST Expanded Access programs in January 2015 (Hawaii Med-QUEST, QUEST Integration).
QUEST Integration uses a capitated managed-care delivery system unless otherwise specified. Med-QUEST says the program includes Medicaid State Plan benefits plus institutional long-term services and supports and home- and community-based long-term services and supports, with benefits furnished according to medical necessity and clinical criteria (Hawaii Med-QUEST, QUEST Integration).
CMS lists the Hawaii QUEST Integration demonstration as approved through December 31, 2029. The CMS record is useful for verifying the current federal demonstration status; it is not a substitute for the individual eligibility decision made in a case (CMS Hawaii QUEST Integration record).
