Wisconsin has both institutional and community long-term-care Medicaid
Wisconsin uses the name Institutional Medicaid for the pathway serving an institutionalized person. DHS defines that term to include a person in a medical institution for 30 or more consecutive days, a person expected to remain there for that period, and a participant in Community Waivers. Medical institutions include skilled nursing facilities, intermediate-care facilities, hospitals, and institutions for mental diseases, subject to the handbook's conditions (Wisconsin Medicaid Eligibility Handbook 26-03).
For adults remaining in the community, the handbook names four Home and Community-Based Waiver long-term-care programs: Family Care, Family Care Partnership, PACE, and IRIS. These programs are intended to support elderly, blind, or disabled people in community settings rather than state institutions or nursing homes, and Medicaid may pay for otherwise uncovered services and supports (Wisconsin Medicaid Eligibility Handbook 26-03).
