Services have program-specific limits
The CAP/DA policy lists limits including home, vehicle, and adaptive modifications up to $28,000 per five-year cycle; goods, services, and transportation up to $800 annually; and community-transition services up to $2,500 in a 365-day period (NCDHHS CAP/DA Clinical Coverage Policy).
NC Medicaid announced an 18% Personal Care Services rate increase effective August 1, 2026 for CAP/C, CAP/DA, and related services, funded as described in the agency bulletin (NC Medicaid PCS rate increase bulletin).
Home care still requires Medicaid and clinical eligibility
