The Frail Elderly waiver has its own eligibility path

ADSD says an FE waiver applicant must be age 65 or older, at risk of nursing-home placement if services are not provided, and financially eligible. The page describes services including case management, homemaker support, adult day care, adult companion, personal emergency response, chore service, respite, and augmented personal care in specified residential settings (ADSD FE waiver eligibility and services).

CMS describes the FE waiver as serving people 65 or older who meet nursing-facility level of care, and describes the Physical Disabilities waiver as serving people 65 or older and people with physical disabilities who meet that same level of care. Funding availability can create a waitlist

ADSD expressly says FE waiver service provision depends on available funding. Its June 2025 statewide caseload statistics report 722 people on the HCBS Frail Elderly waitlist, with 640 described as on Medicaid; that is the most recent official waitlist count located in this research and is not a promise of the number at the time of an individual application (ADSD FE waiver funding statement; ADSD June 2025 caseload statistics).

Current 2026 eligibility guides report the same $2,982 income cap and $2,000 individual resource limit used in Nevada’s nursing-home LTC pathway, with a Qualified Income Trust potentially relevant above the cap.
