Mississippi has five named HCBS waiver areas

DOM’s Long Term Care page says the Division administers five home- and community-based service areas: the Assisted Living waiver, Elderly and Disabled waiver, Independent Living waiver, ID/DD, and Traumatic Brain Injury/Spinal Cord Injury waiver. These are separate service pathways; being eligible for Medicaid does not itself identify which waiver, service setting, or clinical standard applies (DOM long-term-care overview).

For older adults considering care outside a nursing facility, the E&D and Assisted Living waivers are especially relevant. DOM describes the E&D waiver as serving people age 21 or older who would require nursing-facility care without HCBS. Its case-management teams include a registered nurse and licensed social worker, and the program uses either SSI eligibility or the institutional income-and-resource pathway up to 300% of the SSI federal benefit rate (DOM E&D Waiver).

The Assisted Living waiver provides HCBS to a qualifying person who, without services, would require nursing-facility level of care. DOM says participants may live in a Personal Care Home-Assisted Living facility that is licensed by the Mississippi State Department of Health and approved as a Medicaid assisted-living provider; clinical eligibility considers daily and instrumental activities, sensory and cognitive deficits, behavior, medical conditions, and medical services (DOM Assisted Living Waiver).

Screening and federal waiver status

DOM’s public long-term-care page says a health professional completes a Pre-Admission Screening Application to enter listed long-term-care programs, with a score of 50 or above needed for consideration for the E&D, IL, TBI/SCI, and Assisted Living waivers. The page excludes hospice and ICF/IID from that stated PAS process and directs readers to the administrative code for exceptions (DOM long-term-care overview).

CMS lists the current MS Elderly and Disabled Waiver, number 0272.R07.00, as approved June 26, 2023, effective July 1, 2023, and expiring June 30, 2028. CMS describes that waiver as providing services including adult day care, case management, in-home respite, personal care, extended home health, transition services, meals, institutional respite, medication management, physical therapy, and speech therapy for qualifying people who meet nursing-facility level of care (CMS E&D waiver record; CMS Mississippi waiver factsheet).

Waitlists and enrollment

The located DOM program pages identify the waiver names and eligibility concepts but do not state a current statewide waitlist count or enrollment cap. That absence is not a promise of immediate service availability. Ask DOM or the responsible case-management agency for the current intake, available enrollment, provider, and service-start information for the particular waiver.
